Arizona summers are hot, particularly in the desert areas of our state. We know you depend on your AC to keep you comfortable, which can cause summer bills to be higher, and bills during other times of the year to be lower. Budget Billing lets you even out those highs and lows so your payment will be about the same each month, giving you peace of mind all year round.

How it works


Budget Billing is a convenient option that helps you predict your monthly energy bill. It will balance the highs and lows of your monthly bills, so you pay about the same amount each month.

We will look at your recent energy bills and average them to determine your monthly Budget Billing payment. Your payment can change slightly based on your average energy cost but not more than once a quarter.

The difference between your Budget Billing payment and the actual cost of your usage is called your settle-up balance. You can find your settle-up balance (debit or credit) on your monthly bill. If your average energy cost becomes higher than your Budget Billing payment, you build a debit. If the debit balance gets too large, your payment will increase to be closer to your average bill.

Who is eligible


To qualify for Budget Billing:

  • Your account must be current with no past due balance.
  • The account cannot be on a payment arrangement.
  • Your billing history helps us calculate a more accurate monthly payment. However, none is required for residential customers and a minimum of three months is required for business customers.

Your account will incur late fees just like it would if you weren’t signed up for Budget Billing. After three late payments in a 12-month period, you will be unenrolled from Budget Billing, and your account will need to be settled up.

Budget Billing is a payment program, not a service plan. Your energy use will continue to be metered and billed based on your service plan. You must continue to be conscious of your energy use during the peak hours of 3-8 p.m. (when energy is more expensive) if you are on a time-of-use or demand rate to keep your Budget Billing amount from increasing. Your plan is listed at the top of your bill. Examples are Lite Choice, Premier Choice, Saver Choice, Saver Choice Plus and Saver Choice Max.
